In response to your latest 'soapbox' article on the need for a BS cleaning standard, there already exists a European standard 'BS EN 15221-2:2006. Facility management. Guidance on how to prepare facility management agreements' which may cover the issue, but at a cost of £192, few people are likely to buy it.
However, the British Standards Institute also sells the American standard ASTM E1971 - 05(2011) 'Standard Guide for Stewardship for the Cleaning of Commercial and Institutional Buildings' for £28. Perhaps these may help set sensible cleaning standards. The BS catalogue is available at http://www.shop.bsigroup.com
