OCS appoints Bob Taylor as managing director, Public Sector FM
OCS has appointed Bob Taylor as the managing director of its Public Sector FM business in the UK. This move reaffirms the company’s long-term commitment to Government and its focus on technical delivery, social value and public service partnership.
Bob has been with OCS for over a decade and has served as both chief operating officer and, most recently, chief customer officer - helping shape the Group's commercial direction, service model and approach to customer success.
With over 30 years of experience in the facilities management industry, Bob is one of the most respected leaders in the sector. He has led large-scale FM operations across health, justice, central Government and local authority estates, with a track record of delivering technical performance, commercial control and social impact across some of the UK's most critical environments.
“This appointment is significant as we strengthen our position as a hard services-led, technology-enabled FM provider,” says the company. “We continue to build depth in engineering delivery, energy projects and statutory compliance, supported by an operating model focused on best practices, system integration and service resilience.
Bob believes Government estates need more than maintenance. "They need partners who understand the link between infrastructure performance, environmental outcomes and the communities these buildings serve,” he argues. “That's where OCS is stepping forward - with the right capability, systems and people."
Bob will lead the Public Sector FM business unit - a dedicated business unit responsible for contracts across central Government, health, education and justice. The division will focus on supporting policy delivery through high-quality FM aligned with government priorities on carbon reduction, estate transformation, and operational resilience.
Across the public sector, OCS sees a clear shift toward integrated Total Facilities Management - particularly emphasising hard services, compliance and energy performance. Public bodies seek fewer suppliers, better data, and more joined-up service models supporting long-term outcomes. Public Sector FM is designed to meet that need.
"Our job is to help Government deliver on its goals - whether through energy efficiency, safe and compliant buildings, or by supporting new ways of working across the public estate," continues Bob. "It's about creating the right environment for services to run well and for people to thrive."
Bob was also a driving force behind the launch of The OCS Foundation, which has become a strong component of the Group's ESG strategy. Launched initially to focus on social mobility and helping people find sustainable employment through their industry-shared blueprint, People Into Work, the Foundation has evolved to deliver broader social value programmes aligned with customer and community priorities.
